Shadow board

The LMH Shadow Board

LMH has been set up as a not-for-profit organisation.

The current LMH board is a "Shadow Board", which will work to establish policies, set up investment programmes and gear LMH up to taking over the properties and be ready to start work from day 1 of the transfer.

After transfer, Board members will serve for a three year term - Tenant Board members will be subject to election and other Board members will have to be nominated and approved at an Annual General Meeting. 

There are 15 places on the Shadow Board, 8 of which are for tenants or leaseholders.

Current LMH Board Membership consists of the following:

 

Tenant members

Each Tenant Member represents a specific Community Housing Investment Area (CHIA). These CHIAs are North, North West, East, West and South:-
  • Tommy Colleran (West CHIA) lives in L3 and has a long background in tenant involvement;

  • Ken Hughes (East CHIA) is active in tenant and community matters in and around his home in L13;

  • Bryan McAvoy  (North CHIA and Deputy Chair) lives in L9 and has a strong background in tenant involvement and local committee representation;

  • Monica Palfreyman (South CHIA) is well known in the L19 district and has been actively involved in tenant and community groups. She has a special interest in the support of people with disabilities;

  • Paul Rigby (North West CHIA) lives in L3 and has a long-standing record of tenant involvement and a willingness to speak up on community issues;

  • Marie Walsh (Northwest CHIA) lives in L20 and is an active member of her local tenant and resident group.     

 

Co-opted member

  • Robbie Hughes (West CHIA) lives in L19 and got involved because he wanted better value for money for tenants.

 

Independent members

  • Bill Lacey - (Chair) - Bill is a Fellow of the Chartered Institute of Housing (F.I.H.) and has 28 years experience of working in the Social Housing Sector. He is currently working with Helena Housing based in St Helens and previously worked for Maritime Housing Association in several posts including Managing Director, Deputy Chief Executive, Director of Business Strategy, Director of Housing and Assistant Director of Housing. 

    Formerly Principal Housing Manager at Chester City Council and previously having held managerial positions at Sefton MBC and Wirral MBC, Bill has a wide experience in development, neighbourhood regeneration, stock transfer, estate action schemes, and Housing Market Renewal in Liverpool, Sefton and Wirral.

  • Andy Catterall - (Independent) - Andy has held a range of different Human Resources posts in the public and voluntary sector. He has recently become Director of Human Resources at Liverpool Hope University, having performed the same role at Nugent Care.

  • Sue Goodman - (Independent) - Sue started her career in housing in 1982 at the Housing Corporation. She worked at the Housing Corporation for 20 years in a variety of roles including Regulator of Registered Social Landlords. She currently works as Director of Customer Services at Great Places Housing Association based in Manchester, having previously worked on Manchester City Council's 6,000-unit partial stock transfer at Willow Park in Wythenshawe.

  • Bruce Johnson - (Independent) - Bruce is a Chartered Quantity Surveyor who has worked in social housing for over 20 years. He is currently employed with a national multi-disciplinary property consultancy. Most recently he was the Head of Property Services for Dumfries and Galloway Housing Partnership, which was set up to take transfer of the entire housing stock (14,000 units) from Dumfries and Galloway Council.   He has also worked in similar roles for Loreburn Housing Association and Eden Housing Association.  

  • Brian Cronin -  (Independent) - Brian is currently Groups Chief Executive at Arena Housing, previously the Deputy Chief Executive since the creation of Arena in 2001.  Brian's background is in finance and he was previously FInance Director for a number of Housing Associations.  He has a wealth of experience in relevant areas including procurement, having chaired the Procurement for Housing Groups since 2004.  Brian is a fellow of the Charetred Association of Certified Accountants.   

 

City Council members

  • Cllr Frank Doran -  Cllr Doran is currently the Assistant Executive Member for Housing and Neighbourhoods.  A former Lord Mayor of Liverpool, Cllr Doran was elected to the Council in 1973, and has held positions on many boards during his career.  He is currently a member of the Regional Housing Group, the Strategic Housing Partnership Liverpool and is a board member of Kensington Regeneration.

  • Cllr Kevin Firth -  Cllr Firth represents the Old Swan ward for the Liberal Democrats and is Chair of Anfield, Tuebrook and Stoneycroft and Old Swan Neighbourhood Committee. He has been a City Council member since 1998 and is a member of the Eastern Approaches Strategic Board, Merseyside Fire & Civil Defence Authority and Vauxhall Neighbourhood Council.
